The High Court of Karnataka has developed “triple tests” to help a couple facing legal hurdles have a child through altruistic surrogacy.

What is Surrogacy?

Surrogacy is a process in which a woman carries and gives birth to a child for another person or couple who are unable to have children on their own.

Altruistic surrogacy Altruistic surrogacy (i.e., surrogacy without receiving any payment) is allowed, while commercial surrogacy is banned

“Triple tests” to help a couple facing legal hurdles to have a surrogate child under provisions of the Surrogacy (Regulation) Act, 2021:

Genetic test for the husband to ensure the child is not born with any disorder

Physical test for a couple to ascertain their capacity to manage the child
Economy tests for couples to ensure that they can protect the future of the child.

75 years after Independence, Parliament lacks substantial representation from half the population, with women holding just 14% of the seats

The Women’s Reservation Bill proposes to reserve 33% of seats in the Lok Sabha and State Legislative Assemblies for women.

Reserved seats may be allotted by rotation to different constituencies in the states or union territories.

Reservation shall cease to exist 15 years after the commencement of this Amendment Act.

It was first introduced in the Lok Sabha as the 81st Amendment Bill in September 1996.

The Bill failed to get the approval of the House and was referred to a joint parliamentary committee which submitted its report to the Lok Sabha in December 1996.

But the Bill lapsed with the dissolution of the Lok Sabha.

In 1998, the Atal Bihari Vajpayee-led National Democratic Alliance (NDA) government reintroduced the Bill in the 12th Lok Sabha.

The Bill failed to get support and lapsed again.

The Bill was reintroduced in 1999, 2002 and 2003.

In 2008, the Manmohan Singh-led United Progressive Alliance government tabled the Bill in the Rajya Sabha and it was passed with 186-1 votes on March 9, 2010.

However, the Bill was never taken up for consideration in the Lok Sabha and lapsed with the dissolution of the 15th Lok Sabha.

India’s National Security Advisor hold talks with the US counterpart on the first dialogue on Initiative for Critical and Emerging Technologies (iCET) in the US.
Completing the work on the long-awaited NASA-ISRO Synthetic Aperture Radar (NISAR) earth observation satellite is an excellent example of how the US-India partnership in space can benefit the world.

What is the iCET Initiative?
The iCET initiative was launched by India and the US in May 2022, and is being run by the National Security Councils of both countries.
Under iCET, both countries have identified six areas of cooperation which would include co- development and co-production, that would
gradually be expanded to QUAD, then to NATO, followed by Europe and the rest of the world.
Under iCET, India is ready to share its core technologies with the US and expects Washington to do the same.

scientific research and development;
quantum and artificial intelligence,
defense innovation,
space,
advanced telecom which would include things like 6G and semiconductors.

The recent judgment of the Supreme Court modifying its June 2022 order related to the eco-sensitive zone (ESZ) will help the Haryana and Punjab Forest departments, which are firm to declare only 100 metres as ESZ of the Sukhna Wildlife Sanctuary.

Why in the news?

The Union Territory of Chandigarh Forest and Wildlife Department has declared its 2.0 to 2.75 km area as ESZ of the sanctuary, it expects a similar area of ESZ from Haryana and Punjab.

Although the two states have only agreed to declare merely 100 metres of their area as ESZ, their proposals are pending before the Ministry of Environment, Forest and Climate Change (MoEFCC).

Supreme Court ruled that each national park and wildlife sanctuary must have an eco-sensitive zone (ESZ) of a minimum of 1 km, measured from the demarcated boundary of such protected forest.

About Sukhna wildlife sanctuary

It is located in the Chandigarh Union Territory.
It forms the part of Sukhna Lake catchment area falling in Shivalik hills.
Fauna: Sambar deer, Barking deer, and wild boar, as well as several species of birds, reptiles, and amphibians.
Flora: The sanctuary is characterized by a mix of forests, grasslands, and wetlands, with the Sukhna Lake forming an important part of the ecosystem.

Key Facts about Shivalik Hills

It is also called Siwalik Range or Outer Himalayas.
It extends for more than 1,000 miles (1,600 km).
It has an average elevation of 3,000 to 4,000 feet (900 to 1,200 metres).
It rises abruptly from the plain of the Indus and Ganges (Ganga) rivers (south) and parallels the main range of the Himalayas (north), from which it is separated by valleys.
