Q) Does centre have a Literal veto in GST council decisions- Yes or no?- Seems like a Complicated question if we over read- the most straightforward answer is NO- But please understand this logic so that you dont get confused.
The council consists of representatives of the
Central government as well as of each state.
centre= 1/3rd weight; states= rest of the weightage
The Centre enjoys the power of veto in the sense that no resolution can achieve a three-fourth majority without its assent. But does a veto necessarily translate into a large measure of legislative power?
In the GST council, the Centre must get 18 of the 29 states on its side in order to cross the mark. Assuming the states are independent, this is not an easy task.

Gs3- Agriculture- Hydrogel Agriculture Technology
What? - A particular class of Super Absorbent Polymers applied to soil so that they can increase water use efficiency and enhance crop yield-hydrophilic networks . They can absorb and retain large amounts of water
Applications
1) Conservation in Agricultural Lands
2) Drought Stress Reduction
3) Enhanced Fertilizer Efficiency
4) Biodegradability of Hydrogel Polymer:
Hydrogel is sensitive to the action of UV rays, and degrades into oligomers. The hydrogel molecules are too voluminous to be absorbed into plant tissue and have zero bioaccumulation potential.
