An oxygen concentrator is a medical device that concentrates oxygen from ambient air.

Atmospheric air has about 78 per cent nitrogen and 21 per cent oxygen, with other gases making up the remaining 1 per cent.

The oxygen concentrator takes in this air, filters it through a sieve, releases the nitrogen back into the air, and works on the remaining oxygen.

This oxygen, compressed and dispensed through a cannula, is 90-95 per cent pure. A pressure valve in concentrators helps regulate supply, ranging from 1-10 litres per minute.

According to a 2015 report by the WHO, concentrators are designed for continuous operation and can produce oxygen 24 hours a day, 7 days a week, for up to 5 years or more.

Breakthrough Infection are infections that occur in people who have been vaccinated.

Such cases are not out of the ordinary as the vaccines that have been approved so far the world over are made to protect against disease and not the transmission of the virus.

Phase 3 clinical trials conducted before vaccines were approved showed a fairly constant proportion of infections among those vaccinated.

In the AstraZeneca trial, for instance, 30 out of 5,807 vaccinated — about 0.5% — were symptomatic and tested positive 14 days after the second shot.

The Zaid or summer season is a short season between the rabi and kharif seasons. It takes some months of summer and some of rainy season.

The crops grown during this season is known as zaid crops or summer crops. They grow in period mainly from March to June.

2021-04-24 20:28:32 Salient Features of the 73rd Constitutional Amendment

The 73rd Constitutional Amendment added Part IX titled “The Panchayats” to the Constitution.

Basic unit of democratic system-Gram Sabhas (villages) comprising all the adult members registered as voters.

Three-tier system of panchayats at village, intermediate block/taluk/mandal and district levels except in States with population is below 20 lakhs (Article 243B).

Seats at all levels to be filled by direct elections (Article 243C (2)).

Reservation of Seats:
◦ Seats reserved for Scheduled Castes (SCs) and Scheduled Tribes (STs) and the chairpersons of the Panchayats at all levels also shall be reserved for SCs and STs in proportion to their population.

◦ One-third of the total number of seats to be reserved for women.

◦ One-third offices of chairpersons at all levels reserved for women (Article 243D).

Duration:
◦ Uniform five year term and elections to constitute new bodies to be completed before the expiry of the term.

◦ In the event of dissolution, elections compulsorily within six months (Article 243E).

Independent Election Commission in each State for superintendence, direction and control of the electoral rolls (Article 243K).

Power of Panchayats: Panchayats have been authorised to prepare plans for economic development and social justice in respect of subjects illustrated in Eleventh Schedule (Article 243G).

Source of Revenue (Article 243H): State legislature may authorise the Panchayats with
◦ Budgetary allocation from State Revenue.

◦ Share of revenue of certain taxes.

◦ Collection and retention of the revenue it raises.

Establish a Finance Commission in each State to determine the principles on the basis of which adequate financial resources would be ensured for panchayats and municipalities (Article 243I).

Exemptions:
◦ The Act does not apply to the states of Nagaland, Meghalaya and Mizoram and certain other areas because of socio-cultural and administrative considerations. These areas include:
• the Scheduled areas and the tribal areas (under Schedule VI of the Constitution) in the states.

• the hill areas of Manipur for which district councils exist,

• Darjeeling district of West Bengal for which Darjeeling Gorkha Hill Council exists.

◦ However, the Parliament has extended the provisions of Part IX to Vth schedule areas through an Act called the Provisions of Panchayats (Extension to the Scheduled Areas) Act, 1996.

• At present, 10 States namely Andhra Pradesh, Chhattisgarh, Gujarat, Himachal Pradesh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Rajasthan and Telangana have Fifth Schedule Area.

This national park is located at the foot hills of the Bhutan-Himalayas, Assam and is one of the first tiger reserves under Project tiger in 1973.

It extends from Sankosh River in the west to Dhansiri River in the east.

1985 - Manas Wildlife Sanctuary became UNESCO World Heritage Site.

1989 - Manas acquired the status of a Biosphere reserve.

River Manas flows into the National Park from the gorges of Bhutan and split into two major streams of which the main course comes out of the Park about 30 km downstream is known as ‘Beki’.

Manas is the only landscape in the world where Terai Grasslands merge with the Bhabar grasslands interspersed with habitats ascending to Semi-Evergreen forests and then to Bhutan Himalayas.

The last population of the Pygmy Hog survive in the wilds of Manas and nowhere else in the world.
