Under Article 169 of the constitution, Parliament may by law create or abolish the second chamber in a state, by a simple majority,   if the Legislative Assembly of that state passes a resolution to that effect by a special majority.

As per Article 171 clause (1) of the Indian Constitution, the total number of members in the legislative council of a state shall not exceed one third of the total number of the members in the legislative Assembly of that state and the total number of members in the legislative council of a state shall in no case be less than 40.

The states with bicameral legislature include Andhra Pradesh, Bihar, Karnataka, Maharashtra, Telangana and Uttar Pradesh. These states have both the Legislative Council and Legislative Assembly. Jammu and Kashmir had a Council until the state was bifurcated into the Union Territories of J&K and Ladakh.

How Are Members Of The Legislative Council Elected?
• 1/3rd of members are elected by members of the Assembly.
• 1/3rd by electorates consisting of members of municipalities, district boards and other local authorities in the state.
• 1/12th by an electorate consisting of teachers.
• 1/12th by registered graduates.
• The remaining members are nominated by the Governor from among those who have distinguished themselves in literature, science, art, the cooperative movement, and social service.

Each Member of the State Legislative Council serves for a six-year term, with terms staggered so that the terms of one third of a State Legislative Council’s membership expire every two years.

The Council has its Chairman and Deputy Chairman who enjoy the status of Cabinet Ministers in the state.

Members of the Legislative Council (MLC) cannot vote in elections for the President and Vice President.

Eligibility Criteria: To become a member of a State Legislative Council (MLC), a person must be a citizen of India, at least 30 years old, mentally sound, not an insolvent, and must be enrolled on the voters' list of the state for which he or she is contesting an election.

Powers Of The Legislative Council
If any Bill is passed by the Legislative Assembly and sent to the Council, and the Council refuses to give its approval, then the Assembly has the right to reconsider it.

The assembly may pass it with or without the amendments proposed by the Council, and again send it to the Council.

When a bill approved by the Assembly is sent to the Council for the first time, it may retain it for three months, but in the case when it is sent for the second time and is kept in the Council for one month only, the bill is deemed as having been passed.

All that the Legislative Councilcan do is delay the passing of a money bill by 14 days, a non-money bill by 3 months or a non-money bill that is sent back to it with recommendations by 1 month.

A non-money bill that is passed by the Vidhan Parishad can be rejected by the Vidh an Sabha more than once.

White Fungus or Candidiasis is a fungal infection caused by a yeast (a type of fungus) called Candida. Candida normally lives on the skin and inside the body, in places such as the mouth, throat, gut, and vagina, without causing any problems. Candida can cause infections if it grows out of control or if it enters deep into the body (for example, the bloodstream or internal organs like the kidney, heart, or brain). The most common species that causes infection is Candida albicans.

People experience symptoms similar to Covid if it reaches the lungs such as chest infection, despite testing negative for the virus.

Children and women are more at risk of contracting the fungal infection. This infection can be caused due to low immunity, or if people come in contact with things that contain these moulds like water, etc.

Like the black fungus, white fungus is also more likely to afflict people with compromised immune systems, pre-existing medical conditions, AIDS, a recent kidney transplant or diabetes.
White fungus affects the lungs as well as other parts of the body including the nails, skin, stomach, kidney, brain, private parts and mouth.

The ship participated in several key missions in the last four decades, including Operation Aman off Sri Lanka that was launched to assist the Indian Peace Keeping Forces (IPKF) and Operation Cactus to resolve a hostage situation off the Maldives.

In addition, the ship participated in numerous bilateral and multinational exercises. It was also the first Indian Naval Ship to be affiliated with an Army regiment -- the Rajput regiment.

INS Rajput was constructed in the 61 Communards shipyard in Nikolaev (now Ukraine) under her original Russian name "Nadezhny", meaning "hope". She was launched on September 17, 1977.

INS Rajput with motto 'Raj Karega Rajput' has distinction of serving in western, eastern naval fleets.

He was known for spearheading the elite anti-terror force in "Operation Black Tornado" during the 2008 attack.

A 1971 batch Bengal cadre IPS officer, JK Dutt served as the chief of the NSG from 2006 to 2009. He was also Joint Director of the Central Bureau of Investigation (CBI).

On 26 November 2008, 10 terrorists of the Lashkar-e-Taiba terror outfit entered Mumbai via the sea route and carried out a coordinated attack on numerous locations in the Maharashtra capital.

166 people had died in the terror attack and over 300 were injured. Only one terrorist, Ajmal Aamir Kasab, was captured alive. He was executed in 2012.

Mohammed Ajmal Amir Kasab was a Pakistani militant and a member of the Lashkar-e-Taiba Islamist militant organization.

Part A and Part B were merged. Part C territories – HP(including Bilaspur), Delhi, Manipur, Tripura were made UTs and the rest of them were merged with their adjoining states. Part D(Andaman & Nicobar Islands) was made a UT. As a result we had 14 States and 6 UT.

1960 : Bilingual state of Bombay was divided into Maharashtra and Gujrat. Gujrat becomes the 15th State.

1961 : Dadra and Nagar Haveli, Portuguese colony till 1954 was converted into a UT by the 10th Constitutional Amendment Act. Dadra and Nagar Haveli becomes the 7th UT.

1962 : Goa, Daman and Diu acquired from Portuguese by means of police action in 1961. Constituted as UT by the 12th Constitutional Amendment Act in 1962. They come 8th and 9th UT respectively.

1962 : State of Nagaland carved out from the state of Assam by 13th Constitutional Amendment Act in 1962. Nagaland becomes the 16th State.

1962 : 4 French establishments – Puducherry, Karaikal, Mahe and Yanam where handed over to India in 1954. Made a UT by the 14th Constitutional Amendment Act in 1962. Puducherry becomes the 10th UT.

1966 : Punjab was bifurcated to create Haryana. UT of Chandigargh was formed. Hilly Areas of Punjab were merged with Himachal Pradesh. Haryana becomes the 17th State. Chandigargh becomes the 11th UT.

1970 : HP elevated from status of UT to the status of state. HP becomes the 18th State. Total UT-count comes down to 10.

1971 : Political Map of NE underwent a major Change. Manipur, Tripura and Meghayala elevated to the status of state. The total State-count becomes 21.

1975Referendum held in Sikkim and Sikkim became an integral part of India. 36th Constitutional Amendment made it the 22nd full-fledged state.

1986 : Mizoram and Arunachal Pradesh elevated from status of UT to the status of state. The total State-count becomes 24. Total UT-count comes down to 8.

1987 : Goa elevated from status of UT to the status of state. Becomes the 25th State. Total UT-count comes down to 7.

1991 : Delhi becomes the National Capital Territory of Delhi.

2000 : Chhattisgargh(from MP), Uttarakhand(from UP) and Jharkhand(from Bihar) carved out to form independent states. The total State-count is 28.

2014 : Andhra Pradesh bifurcated to form Telangana. Becomes the 29th State.

A tropical cyclone is a rapid rotating storm originating over tropical oceans from where it draws the energy to develop. It has a low pressure centre and clouds spiraling towards the eyewall surrounding the "eye", the central part of the system where the weather is normally calm and free of clouds. The process of naming cyclones involves several countries in the region and is done under the aegis of the World Meteorological Organization (WMO).

The naming of the tropical cyclones over the north Indian Ocean commenced from September 2004, with names provided by 8 members, starting with Bangladesh, followed by India. Since then, another 5 countries have joined the Panel.

Nations that are part of this network include Bangladesh, India, Maldives, Myanmar, Oman, Iran, Pakistan, Sri Lanka, Qatar, Thailand, Saudi Arabia, United Arab Emirates and Yemen.

The Regional Specialised Meteorological Centre (RSMC), New Delhi is responsible for naming the cyclonic storms formed over the Bay of Bengal and the Arabian Sea.

There are 6 RSMCs in the world, including the Indian Meteorological Department (IMD) and 5 Tropical Cyclone Warning Centres.

The IMD is also mandated to issue advisories to 12 other countries in the region on the development of cyclones and storms.

The guidelines to name the cyclones are as follows:

1- The proposed name must be neutral to politics and political figures, religious beliefs, cultures and genders.

2- It must not hurt the sentiments of any group of people across the world.

3- It must not be rude and cruel in nature.

4- The name must be short, easy to pronounce and inoffensive to any member.

5- It must be of a maximum of eight letters and be given with its pronunciation and voice over.

6- The names of cyclones developing over the north Indian Ocean will not be repeated. Once used, it will cease to be used again.
