* Disinvestment means the dilution of stake of the Government in a public enterprise.

* Strategic disinvestment is transferring the ownership and control of a public sector entity to some other entity (mostly to a private sector entity).

* If the government is selling minority shares in a PSE (less than 50%), it will continue to be the owner of the PSE. This is normal disinvestment procedure.

* Strategic disinvestment is the sale of a substantial portion of the Government shareholding of a central public sector enterprise (CPSE) of 50% or more along with transfer of management control.

* The Department of Investment and Public Asset Management (DIPAM) under the Ministry of Finance has been made the nodal department for the strategic stake sale in the Public Sector Undertakings (PSUs).

* DIPAM and NITI Ayog will jointly identifying PSUs for strategic sale.

* Cabinet Committee of Economic Affairs (CCEA) is mandated to approve strategic disinvestment of
CPSEs.

India is among the countries having the lowest public healthcare budget in the world, with the public healthcare system in the country merely getting 1.26% of the total GDP.

Compare this with countries like the United Kingdom, Netherlands, New Zealand, Finland and Australia where all these countries spend over 9% of their total GDP in public healthcare system, while countries like the United States spends over 16% of their GDP in public healthcare, and Japan, Canada, France, Germany and Switzerland spend about 10% of their total GDP on public healthcare.

Even some of the developing countries of the world have more contribution towards the public healthcare system with regards to their GDP compared to India. For example, Brazil has a total budget of over 8% of its total GDP towards public healthcare expenditure. Even neighbouring countries like Bangladesh and Pakistan have over 3% of their GDP going towards public healthcare system.

& we are hoping to achieve target of 2.5% by 2025. this is shit....

Kerala has promulgated a draconian ordinance to curtail free speech.
The ordinance amends Section 118A in the Kerala Police Act giving uncontrolled powers to the police to curtail free speech.
Now, the police can arrest anyone expressing or disseminating any matter deemed threatening, abusive,humiliating or defamatory to a person or a class of persons in any manner making it an cognizable offence.
The new law is vaguely defined and is made cognizable whereas criminal defamation under the IPC is non-
cognisable.
Section 118A lays down a three-year prison term whereas it is two year term under the IPC.
The present ordinance contravenes with earlier Supreme Court judgement -A police officer cannot register an FIR for the offence & they can only be prosecuted by a private complaint.
However, Centre‘s assent is mandatory as it is in conflict with central laws & the ordinance itself required prior presidential assent.
It is regrettable that the State sought to equip with extraordinary powers to deal with a problem that can be dealt with other provisions relating to stalking, harassment, criminal intimidation and verbal abuse.
State Government‘s Arguments - It indicates that law targets only defamatory social media posts.
It will not curb reportage, political satire or expression of opinion.
However, in the Shreya Singhal vs. Union of India (2015) case, the Supreme Court struck down Section 66A of the IT Act which criminalised sending of any message through a computer resource that was grossly
offensive, menacing, or caused annoyance, inconvenience, danger, insult, injury and intimidation.
The court cited that act brought innocent and offensive messaging under its ambit.

Purpose: The Report is the first evaluation of where the world stands in implementing the United Nations Strategic Plan for Forests 2030.

United Nations Strategic Plan for Forests 2017-2030 (UNSPF):

The plan was adopted at a special session of the UN Forum on Forests held in 2017.

The plan contains a set of six Global Forest Goals and 26 associated targets to be reached by 2030 which are voluntary and universal.

It also includes a target to increase forest area by 3% worldwide by 2030 signifying an increase of 120 million hectares, an area over twice the size of France.

Taiwan, officially the Republic of China (ROC) was formed in 1949.
In 1949 Chinese Communist Party armies defeated Nationalist forces (Kuomintang party) and established People’s Republic of China (Present China).
Nationalist forces fled to Taiwan resulting in the separation of Taiwan from China in 1949 and formation of ROC.
Both sides said they represented all of China.
Initially, many governments including US recognised Taiwan separately. But with shift of diplomatic relation the
US held One China policy.
According to One China Policy any country wishing to establish diplomatic relations with China (PRC) must acknowledge there is only ‘One China’ and sever all formal ties with Taiwan.
Taiwan is not a member of the United Nations and WHO. Butis member of WTO by name Chinese Taipei (Taiwan).
179 of the 193 member states of UN do not maintain diplomatic ties with Taiwan.

Taiwan’s export-oriented economy and interest in diversifying traditional targets of investment make it a natural collaborator for India under AEP.
Taiwan launched NSP in 2016 to mark third phase of the 1994 Go South Policy. It aims to reinvigorate and expand Taiwan’s ties with South and Southeast Asia, Australia, and New Zealand and move away from China.
While India was not central to the first two phases of Taiwan’s Go South Policy, it has now become an integral part of NSP.
